Description
The project concerns corporate research and development (RDI) in the field of hydrogen technology and renewable energy, as well as new production capacity for a new generation of alkaline electrolysers for the production of green hydrogen. This will cover research and development related to the improvement of the alkaline electrolyser technologies and industrialisation of their advanced manufacturing process. The first manufacturing facility will be built across two locations in France and Belgium during 2023.
Objectifs
The aim is to contribute to develop EU-based hydrogen industry, for which it can be considered an enabler. The project caters for the transition to a hydrogen economy, thereby supporting the competitiveness and climate ambitions of the EU heavy industry. Due to its enabling character for the transition to a hydrogen economy, the project fully contributes to Climate Action (mitigation) objective. It meets the objectives of the Green Deal Industrial Plan proposed by the European Commission.

Aspects environnementaux
As the project concerns extensions to existing industrial plants, the project does not fall under Annex II of the EIA Directive 2014/52/EU amending Directive 2011/92/EU as amended by Directive 2014/52/EU and an environmental impact assessment (EIA) process is therefore subject to a screening decision of the Competent Authority. RDI activities are not covered by said Directive. The production facilities in Aspach, France has been screened in, with an EIA produced, and the environmental permit has gained legal force. The facilities in Seraing, Belgium are located within the physical boundaries of an existing plant and therefore screened out. Where and if applicable, the requirements of the EIA Directive 2011/92/EU as amended by Directive 2014/52/EU, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC (to be completed as relevant/applicable) and the requirements of social standards will be verified during appraisal. The Industrial Emissions Directive 2010/75/EU applies.
Passation des marchés
The promoter has been assessed by the EIB as being a private company not being subject to EU rules on public procurement or concessions. However, if the EIB were to conclude at project appraisal that the promoter is subject to the EU public procurement legislation, then the Bank would duly inform the Commission Services and would require the promoter to apply those rules.
