The project involves the construction of a new multipurpose, energy‑efficient building with an approximate gross floor area of 65 000 sqm, located in the western district of the Municipality of Milan (Portello district), specifically at the intersection of Via Gattamelata and Via Colleoni, within the historic Fiera Milano exhibition area. The district is a former industrial area that has been redeveloped into a modern urban hub, featuring a mix of residential, commercial and office developments, contemporary architecture, and good accessibility. The new building will host the offices of RAI (Radiotelevisione Italiana), Italy’s national public broadcasting company, as well as a new broadcasting and television production centre.
The project will support ongoing urban regeneration in the surrounding area and contribute to a more integrated, mixed and inclusive urban development, with positive effects on residents’ quality of life. Furthermore, the project is fully aligned with the Municipality of Milan’s climate strategies and its objective of achieving climate neutrality by 2030. In this context, the building targets LEED (Leadership in Energy and Environmental Design) certification, incorporating sustainability best practices in energy efficiency, water management, materials and indoor environmental quality.
Given the scale and characteristics of the project, an Environmental Impact Assessment (EIA) was not required, in accordance with Directive 2014/52/EU amending Directive 2011/92/EU. In addition, the building’s primary energy demand is designed to be at least 10% lower than the national Nearly Zero‑Energy Building (NZEB) threshold, in line with Directive 2010/31/EU on the Energy Performance of Buildings. The project has been assessed for Paris alignment and is considered aligned with both low‑carbon and climate resilience goals, in accordance with the EIB Climate Bank Roadmap and related policies, including the EIB Energy Lending Policy. Overall, the project’s environmental and social impacts are expected to be positive, contributing to improved environmental quality and urban liveability. The project supports climate action through integrated mitigation and adaptation measures.
