Description
Programme loan financing multiple energy efficiency investments in the municipal sector in Romania, targeting residential buildings and other public owned assets (e.g. public buildings and street lighting).
Objectifs
The proposed programme loan will finance energy efficiency investments undertaken by various Sub-Sovereign Public Authorities (SSPAs). At this stage, the proposed programme loan targets around 6-8 SSPAs.

Aspects environnementaux
This programme loan will include projects related to the energy efficiency investments in existing multi-apartment and public buildings and other public owned assets (e.g. street lighting) and will generate environmental benefits by reducing energy consumption, promoting building integrated renewable energy sources, reducing greenhouse gas (GHG) emissions and help to mitigate climate change. The sub-projects to be financed under the different allocations (renovation of multi-apartment buildings) are expected to have very limited negative environmental impacts exclusively during renovation (noise pollution). Given the scale, location and nature of the sub-projects an environmental impact assessment (EIA), as defined under the EIA Directive 2011/92/EU, is normally not required. The subprojects included under this programme loan, consisting of energy efficient investments and building integrated renewables, will comply with the requirements of the relevant EU Directives (Energy Performance of Buildings Directive - EPBD), with the EIB Energy Lending Policy and the EU Taxonomy.
Passation des marchés
The Bank will require the Promoter to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation (Directive 2014/24/EU as well as Directive 92/13/EEC or Directive 89/665/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
