Construction of the campus for Educational Consortium OSAO, a Vocational College, in Oulu, Finland. The campus development project supports the plans of the college to concentrate its operations onto fewer locations from 8 existing locations. The project is expected to create over 30,000 m² of new or rehabilitated educational facilities.
The project will finance the consolidation and modernisation of the Oulu Vocational Education Campus, to support the EU Skills Agenda, the European Education Area, and the EU's broader commitment to strengthening human capital as a foundation for long-term competitiveness, social cohesion and resilience. The project reinforces EU and national priorities to expand high-quality vocational education and to offer learning environments aligned with contemporary labour-market needs, including engineering, technology, services, health and green-skills sectors.
Where and if applicable and based on a risk-based approach as defined in the EIB Group Environmental and Social Policy, the requirements of the Environmental Impact Assessment Directive 2011/92/EU as amended by Directive 2014/52/EU, Birds Directive 2009/147/EC, Habitats Directive 92/43/EEC and Energy Performance of Buildings Directive 2010/31/EU as amended by Directive 2024/1275/EU, will be checked during appraisal.
The Bank will require the promoter to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/24/EU as well as Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required. Information on the promoter's main suppliers / contractors for the implementation of the envisaged operation is not available at this stage.
