    The project consists of equity co-investment by the EIB and PMV (Flemish national promotional institute (NPI)), to support the growth of small and medium-sized enterprises (SMEs) and mid-caps in Flanders. The platform is expected to invest in healthcare and other innovative industrial and technological sectors. The platform will make equity and quasi-equity investments in companies selected by PMV.


    This project will improve access to equity and quasi-equity finance for SMEs and mid-caps in the Region of Flanders, Belgium.

    Aspects environnementaux

    In accordance with the Bank's policy to ensure that the investments carried out by the Fund comply with the EU acquis in the field of environment, the Bank will require that the Fund Manager take all the requisite measures to ensure that the environment procedures carried out by the final beneficiaries in which the Fund will invest will comply with the relevant EU legislation and the applicable national legislation, provided that it is in conformity with EU rules. Details of the Fund's environmental and social due diligence procedures for ensuring compliance with relevant EU and national legislation and the EIB's Environmental and Social Standards as well as the capacity of the Fund Manager to assess and monitor environmental and social risks and impacts, will be reviewed during appraisal. The Fund will be required to comply with the environmental and social requirements of the Bank. The assessment of the environmental and social impacts and risks will be part of the standard due diligence process that the Fund will have to carry out for each underlying investment, thereby ensuring that the portfolio and these investments are in compliance with national law and EU environmental legislation.

    Passation des marchés

    The Fund has been assessed by the EIB as investing only in private companies not subject to EU rules on public procurement or concessions. However, if at the project appraisal, the EIB were to conclude that the Fund invests in projects subject to EU public procurement legislation, then the Bank would duly inform the Commission Services and would require the Promoter to apply those rules.
