EIB Advisory support in 2025
- Through initiatives like the Climate Adaptation Investment Advisory Platform, our advisory work helped cities, utilities and public authorities prepare projects addressing flood risk, water scarcity, coastal protection and ecosystem resilience, in line with the EU Adaptation strategy.
- In urban areas, EIB Advisory supported the Climate-Neutral and Smart Cities mission, including targeted assistance for municipalities – such as preparing and implementing sustainable investment plans in six Greek cities and measures to cut heating bills in Ireland.
- Under the InvestEU ELENA facility, EIB Advisory supported energy efficiency, building-integrated renewable energy and innovative urban transport projects through technical assistance grants.
- Through JASPERS, EIB Advisory helped EU and neighbouring countries plan and build infrastructure that can withstand current and future climate risks, such as floods and heatwaves.
Tools and training for more resilient cities
Our advisory teams developed online tools to help project promoters assess the climate resilience of small infrastructure projects, and supported climate resilience assessments of transport networks.
In Spain alone, over 1 200 participants took part in “climate proofing” training sessions on topics including buildings, renewable energy, waste management, urban development, water, flood protection and transport.
In 2025, EIB Advisory delivered training on sustainable urban mobility plans (SUMPs) to more than 430 participants from 14 European countries. This work helped city planners and public authorities develop integrated mobility strategies that reduce emissions, improve air quality and increase access to services.
Through the Green Gateway initiative and the Greening Financial Systems programme, EIB Advisory also helped financial intermediaries and public authorities develop and build climate investments, including extending the EIB Group Green Checker beyond the European Union.
