    Implementation of a number of investments across the core range of Air Traffic Control (ATC) Services provided by NAV, the Portuguese Air Navigation Service Provider (ANSP), in order to improve flight efficiency, predictability, productivity and interoperability of the network, while maintaining or exceeding the current safety levels and benefiting all airspace users. The project will be implemented at various NAV sites throughout Portugal.


    The overall purpose of the project is to modernise the air navigation infrastructure in Portugal in accordance with the latest international harmonisation plans of the two International Civil Aviation Organization (ICAO) regions, Europe (EUR) and North-Atlantic (NAT), where the company operates. In particular, it will be aligned with the 2020 version of the European Air Traffic Management (ATM) Master Plan and the Single European Sky (SES) regulations, a central element of European air transport policy. The project will enhance the flight efficiency and the predictability and interoperability of the network, while maintaining or exceeding the current safety and security levels, benefiting passengers, airlines and airport companies.

    The project is an upgrade of the Promoter's existing facilities and systems. All environmental aspects and compliance with Directive 2014/52/EU amending the EIA Directive 2011/92/EU will be assessed at appraisal.


    The Bank will require the Promoter to ensure that contracts for implementation of the project have been and will be tendered in accordance with the applicable EU procurement legislation: Directive 2014/24/EU and 2014/25/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required.
