The project consists of the construction and equipping of the New Central Hospital Madeira that will replace two existing hospitals in the region (Hospital Nélio Mendonça and Hospital dos Marmeleiros).
The new Madeira Central Hospital, equipped with total 565 beds, hospitalisation units, outpatient services, emergencies, diagnostics and therapy, will provide services to a population of around 255,000 people in the region. The new infrastructure and related services will improve the overall health strategy of the Autonomous Region of Madeira. The investment will in fact allow for the reorganisation of the service delivery and the introduction of up-to-date technologies to improve efficiency and effectiveness in order to respond to the evolving demographic and epidemiological needs of the population. The soundness and quality of the underlying project, including the wider impacts on the community, will be examined and confirmed during appraisal.

The project comprises the construction and equipping of medical facilities. Hospitals are not specifically mentioned in the Environmental Impact Assessment (EIA) directive 2014/52/EU amending the Directive 2011/92/EU, though the project is covered by Annex II of the Directive in relation to urban development. The Bank's services will verify during appraisal the screening decision of the competent authority. In line with Directive 2010/31/EU, the new and rehabilitated buildings will have to meet at least the relevant national targets on energy efficiency. The design energy performance of the hospital and any specific related targets to be met will be verified during appraisal.
The Bank will require the Promoter to ensure that contracts for the implementation of the project have been and will be tendered in accordance with the relevant applicable EU procurement legislation: Directive 2014/24/EU, as well as Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required. The tender notice for the construction works of the hospital, has been already published with an OJEU reference: 566916-2018.
