    The project consists of the construction of a mass passenger transit (MPT) line, approximately 2.1km in length, from Luton Airport Parkway station to Luton Airport, in the UK.


    The MPT will be a fully automated and driverless system and will provide fast, frequent and reliable transfers for passengers between Luton Airport Parkway station and Luton's airport terminal building. The MPT is being developed to improve passenger journey time and connectivity to and from the airport using a modern, sustainable (electric) and efficient system, as the MPT will replace the existing bus transfer system. The MPT will drastically improve the travel time for passengers from the train station to the airport and back, enabling an improved and more sustainable modal share for airport passengers.

    The project falls under Annex II of the Environmental Impact Assessment (EIA) Directive 2011/92/EU amended by Directive 2014/52/EU. According to that, the project was screened under the local legislation transposing the EIA Directive. During appraisal stage the Bank will check the screening process and the final decision made in regards to the need of EIA for in accordance with the EIA Directive. Directive 2009/147/EC on the conservation of wild birds and Directive 92/43/EEC on the conservation of natural habitats are applicable too and the Bank services will check the quality of the assessments and the conclusions made. No social issues are envisaged for this project.


    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation, with the publication of tender notices in the Official Journal of the European Union, as and where required.
