The National Broadband Plan is an Irish Government project to increase access to high-speed broadband in rural areas. The Plan is currently in the process of being procured and will comprise a 25-year contract (with the first 5 years relating to the design and deployment of the network). The proposed EIB operation could involve financing the separate requirements of the State and of the commercial operator(s).
The project relates to the roll-out of a high-speed telecommunications network to cover up to 542 000 postal premises located in areas without high speed network coverage throughout Ireland under the National Broadband plan for Connecting Communities. The Department of Communications, Climate Action and Environment will provide public gap-funding to the successful bidder(s) to implement the roll out of the rural network. A Strategic Environmental Assessment (SEA) of the National Broadband Plan is being performed by the promoter. The SEA process and its outcome will be reviewed during the appraisal.
The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation.
