Case Description
The complaint concerns the X4 road project in Tunisia, which is part of the framework loan Modernisation Routière II. The complaint focuses on potential negative impacts of the project regarding vehicle access to property, rainwater drainage and stakeholder engagement.
Work performed
During the initial assessment of the complaint, the project promoter and the complainant have agreed to engage in a collaborative dialogue process, facilitated by the Complaints Mechanism, to find appropriate solutions to the concerns raised. On this basis, the Complaints Mechanism proposed to proceed with a dispute resolution process as a way forward.
In February 2025, the Complaints Mechanism facilitated two dialogue sessions between the community and the promoter. Prior to these dialogue sessions, the facilitation team met with the parties separately and organized information workshops to ensure that the parties had relevant information about the facilitated dialogue and to create an environment conducive to productive and inclusive exchange. The promoter and the community shared their views, questions, requests, interests, and ideas on how to address the issues raised. The parties discussed the following five topics: rainwater drainage, the main road of the neighbourhood, vehicle access to the neighbourhood, stairs, and cracks in house walls.
Outcome
The promoter and the complainant reached an agreement on all five topics discussed. Their agreement includes the construction of a drainage ditch to remove rainwater at the embankment, the reversal of the slope created by the earthworks to drain water away from the houses and the evacuation of excess debris.
Monitoring
In agreement with the parties, the Complaints Mechanism is monitoring the implementation of the actions agreed between the complainant and the promoter.
