The project concerns the promoter's research, development and innovation (RDI) activities on construction materials and systems, the modernisation of plants to improve production efficiency and digitalisation, as well as the construction of two state-of-the-art green-field plants for premixed products. The project will be carried out primarily in Italy and, to a lesser extent, in Spain during the period 2020-23.
The project pursues different objectives: the RDI activities aim at developing new products, formulations, new eco-compatible products and new dry-construction systems; the modernisation of plants targets improved production efficiency and safety in the workplace; the new plant aims at adding state-of-the art capacity closer to the end-market, thus improving the logistics and quality of service.

The proposed RDI activities and investments in the modernisation of plants will be carried out in existing sites that do not need amendments of existing permits or new permits due to the project. It is likely that the new plant in a convergence region in Italy will require an environmental impact assessment (EIA) as per directive 2011/92/EU amended by directive 2014/52 EU. The Bank's services will review the environmental aspects of the project during the due diligence process.
The Promoter has been assessed by the EIB as being a private company not subject to EU rules on public procurement or concessions. However, if at the project appraisal, the EIB were to conclude that the Promoter is subject to the EU public procurement legislation, then the Bank would duly inform the Commission Services and would require the Promoter to apply those rules.
