The project will finance the design and construction of a power plant that will produce renewable electro-methanol (e-methanol) from wind energy and waste CO2. The plant will be located in Stenungssund, Southwest Sweden, and have the capacity to produce 50 kt/y of e-methanol.
The project will contribute to the decarbonisation of the transport sector. Electro-methanol, synthetic methanol and bio- methanol are alternative energy carriers frequently considered as key elements for the energy transition to complement electrification, cross-sectoral integration and power-to-fuel deployment.

The project falls under Annex I of Directive 2011/92/EU (as amended by Directive 2014/52/EU) and therefore is subject to a mandatory Environmental Impact Assessement (EIA), including public consultation. In addition, depending on the size of temporary on-site storage of methanol and potentially hydrogen, the project may be considered lower-tier or upper-tier establishment under the SEVESO directive.
The Promoter has been assessed by the EIB as being a private company not being subject to EU rules on public procurement or concessions. However, if after the project appraisal, the EIB were to conclude that the Promoter is after all subject to EU public procurement legislation Directive 2014/23/EU / 2014/24/EU or 2014/25/EU, then the Bank would require the Promoter to ensure that contracts for the implementation of the project will be tendered in accordance with the relevant applicable EU procurement legislation Directive 2014/23/EU / 2014/24/EU / 2014/25/EU, as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required
