The project relates to the design and roll-out of a publicly owned passive fibre broadband network PIN (Public initiative network) in Bretagne.
The objective of the project is to deploy a fibre to the home (FTTH) network in areas not covered by commercial operators as well as to upgrade around nodes to improve download speeds for existing ADSL/VDSL lines. The provision of FTTH connectivity to public sites is also included in the project
This project would be eligible under the "Programme France Très Haut Débit" and the funds would be provided through intermediary banks participating in this programme.

Investments in fixed telecommunications projects (mainly civil works for fibre rollout) do not fall under the Environmental Impact Assessment (EIA) Directive 2011/92/EC. The related works have limited environmental effects, apart from disturbance during civil work constructions, which can be mitigated by appropriate measures. Full environmental details will be assessed during appraisal, including the possible impact on protected flora and fauna (Habitats Directive 92/43/EC and Birds Directive 79/409/EC).
The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/18/EC as well as Directive 2007/66/EC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
