Curriculum Vitae

This CV is based on information provided to the EIB by the person concerned.

Christian Zinglersen is Director General and Deputy Secretary General, with responsibility covering the EIB’s Economics and Group Strategy departments in Luxembourg. In addition to this role, he is Head of the EIB Group’s Permanent Representation in Brussels.

Prior to his current role, Christian served as Director of the Agency for the Cooperation of Energy Regulators (ACER, the European Union’s energy regulatory agency) for close to six years. During his tenure, ACER doubled in staff and tripled in budget, reflecting the increasing number of tasks entrusted to the agency by the EU co-legislators and the European Commission. Before joining ACER, he was the first Head of the global Clean Energy Ministerial Secretariat hosted at the International Energy Agency (IEA) in Paris.

Christian’s background lies primarily in the Danish civil service, serving most recently as Deputy Permanent Secretary at the Danish Ministry of Energy, Utilities and Climate, responsible for areas including the energy policy portfolio. He was also the Danish government’s head of global climate negotiations, culminating in Denmark’s Presidency of the Council of the European Union in 2012. He started his career in the Danish Foreign Service, having been posted in Brussels at the Danish Permanent Representation to the European Union. For a number of years, he taught Union law at the University of Copenhagen.

Christian holds a master’s degree in Law from the University of Copenhagen and is a graduate of IESE Business School’s Advanced Management Program and Harvard Kennedy School’s Senior Managers in Government Program.

He is married to Christina, a dentist, with whom he has four children: Frederik, Gustav, Maria and Alexander.
