    Case Description

    In November 2024, the EIB Group’s Complaints Mechanism received a complaint outlining a series of environmental and social concerns related to the decontamination of the site of the former gas plant, which operated until the 1960s and is located in the centre of La Rochelle.

    In this context, the mechanism considers that the issues raised by the complainant can be summarised into one main allegation: potential shortcomings of the Bank’s monitoring of the project’s implementation, particularly in relation to the decontamination works at the La Rochelle site and alleged cases of public contamination identified shortly after the works began.

    Work performed

    The EIB-CM carried out an initial assessment of the complaint to clarify the concerns raised by the complainant and to determine whether further investigation was necessary to address the issues raised. During a phone call with the complainant held on 17 January 2025, the role and responsibilities of the mechanism were shared, and a number of additional details regarding the allegations were obtained. The EIB-CM decided to perform a compliance review to address the allegations presented by the complainant.

    Conclusion

    The EIB-CM considers that, during the initial assessment phase of the project, the EIB services correctly identified and analysed the potential environmental and social risks related to the Fund’s activities. During the monitoring phase, the tools in place at the Bank to follow up the environmental and social performance of the investment can be considered sufficient to identify and adequately monitor any potential non-compliance with the environmental and social regulatory framework applicable to the project.

    Based on the findings outlined in the report, the EIB-CM considers that there is, at first glance, no evidence of maladministration attributable to the Bank regarding the proper implementation of its policies and procedures in relation to the allegations and therefore concludes that no further compliance review is necessary.

    Based on its findings and conclusions, the EIB-CM closed this complaint with no further inquiry needed.
