The project concerns part of the Promoter’s multi-annual investment programme for district heating and electricity distribution over a five-year period. The electricity network component comprises the refurbishment and extension of existing low-, medium- and high-voltage infrastructure to improve safety, reliability and quality of service, replace obsolete equipment, and facilitate the connection of new users to the network.
The aim is to improve operations, connecting new users, ensuring security, affordability of heat supply and contributing to decarbonisation of the heat sector.
The scope of the heating network modernisation and expansion as well as the electricity network programme do not fall under Annex I of the Environmental Impact Assessment (EIA) Directive and fall below the screening thresholds (network characteristics) set in the national legislation and hence does not require EIA screenings. The Promoter has the required capacity, due to experience with similar infrastructure projects, adequate resources and processes to implement the Project, and deal with the expected environmental and social impacts, in a setting with a strong governance framework. Risks are addressed by the Promotor and in compliance with any decision of the competent authorities. The overall programme has potential for some low to moderate environmental and social impacts, including noise, vibration, dust, and traffic disruption during construction. The Promoter is experienced in handling expected impacts.
The EIB will require the promoter to ensure that contracts for implementation of the project have been and will be tendered in accordance with the applicable EU procurement legislation: Directive 2014/23/EU / 2014/24/EU / 2014/25/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
