Complaint
On 24 February 2009, Association Sherpa submitted a complaint with the EIB Complaints Mechanism (EIB-CM) challenging the fact that the relevant services of the EIB had unjustly rejected its request for access to a number of documents concerning a dam project in Bujagali.

The EIB-CM has performed an assessment of the complaint.
Conclusions and Recommendations
The EIB-CM has concluded that the relevant services of the EIB should have dealt with the access request submitted by the complainant in accordance with the information provided in its report and recommends the disclosure of the required documents.
