This is a major allocation under the BOGOTA SUSTAINABLE TRANSPORT FL (20170904) for the construction of Bogotá's first automated metro line. The project includes a 24 km long elevated metro with 16 stations, a depot, and the supply of 30 trains. Additionally, it encompasses electrical installations, control systems, telecommunications, ticketing, and fare collection systems. The project also covers preliminary works, the restructuring of some existing Bus Rapid Transit (BRT) lines and associated stations, and the upgrading of public spaces, including the construction of bicycle lanes.
The project is expected to increase the attractiveness of public transport in the city and promote a positive modal shift from private modes, alleviating as such negative externalities of road traffic. The project will also increase accessibility to the job market and other major urban functions through reliable, fast, safe and affordable transportation The project is expected to generate savings in user time, vehicle-operating costs and fuel consumption, road accident costs, local air/noise emissions as well as a reduction in greenhouse gas emissions.
If situated in the EU, the project would fall under Annex II of the Environmental Impact Assessment Directive 2011/92/EU as amended by Directive 2014/52/EU and would be subject to screening. In Colombia, metro projects do not fall within the scope of the relevant EIA legislation. The MDBs has requested the Promoter to carry out an environmental and social impact assessment (ESIA), including a separate environmental and social management plan (ESMP) and a Stakeholder Engagement Plan (SEP). The documents have been through a public consultation process and have been published by the Promoter. The project involves land acquisition with physical and/or economic displacement. Therefore, a Resettlement Policy Framework (RPF) and Resettlement Action Plan (RAP) have been prepared and implemented in line with EIB Standard 6 (Involuntary Resettlement) and other MDBs standards. All related environmental and social aspects will be further reviewed during appraisal and the Bank will require the Promoter to comply with EIB's environmental and social standards and the principles of relevant EU Directives.
The promoter is required to implement the project in accordance with the Interamerican Development Bank (IADB) procurement rules and procedures adjusted to be aligned with the EIB Guide to Procurement (GtP), and in compliance with the requirements and standards agreed between the IADB and the EIB under the Project Implementation Agreement (PIA) signed in April 2019 in line with the Bank's Guide to Procurement at the time. Under this existing PIA, IADB is in the lead for Procurement, and the EIB delegates procurement monitoring to the IADB. World Bank has also delegated the procurement to IADB.
