MODERNISATION DU CHU DE LIMOGES

Financing the renovation and extension of the Limoges University Hospital in the Nouvelle-Aquitaine region.

With the aim of adapting existing facilities to current medical needs while improving service quality and overall efficiency, the Limoges University Hospital has launched a major investment programme focused on reorganising medical pathways and processes. This programme notably includes the extension and modernisation of its buildings, as well as the acquisition and installation of additional medical equipment. The project tackles the shortcomings of outdated facilities that do not comply with the existing safety norms and adapt to the evolution of the healthcare sector, and related societal expectations in terms of comfort and quality of care. The renovation and extension of the premises will provide the physical spaces for upgraded technologies and logistical services in support of clinical and organisational changes. The project is embedded in the public healthcare strategy, and it has complied with all the phases of regional and national authorisation required to access financial aid for infrastructure developments. The project specifically aims at improving the delivery of services and to align it to the present needs of the population, to maintain the attractivity of the hospital in the region and working conditions for staff. Wide economic benefits are thus expected in terms of general health and social well-being for the entire population.

Hospitals and care facilities are not explicitly mentioned in the EIA Directive 2011/92/EU as amended by 2014/52/EU, though the project is covered by Annex II of the Directive concerning urban development. During appraisal it will be verified if, based on the characteristics of the health infrastructure and site, any of the schemes included in the project is subject to the EIA. In line with the Energy Performance of Buildings Directive 2010/31/EU as amended by the Directive 2024/1275/EU, the public building will have to meet at least the relevant national targets on energy efficiency. The promoter is currently developing a coherent strategy to reduce the carbon emissions and it is expected that this project contributes to climate action and environmental sustainability objectives, in particular to climate mitigation.

The promoter is a public entity. The Bank will require the promoter to ensure that contracts for implementation of the project will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/24/EU as well as Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required. Information on awarded main suppliers/contractors for the implementation of the envisaged operation is not yet available.
