Financing of small-scale projects carried out by small and medium-sized enterprises (SMEs) and mid-caps with high relevance in terms of climate action, environmental sustainability and bioeconomy.
The aim is to finance small/medium projects carried out by the beneficiaries.
The project supports the financing of small-scale projects caried out by SMEs and Mid-Caps with a particular focus on sustainability and Agriculture in the Netherlands. Notably, at least 40% of investments will target Climate Action & Environmental Sustainability (CA&ES) objectives, and at least 40% will focus on Agriculture and Bioeconomy.
The project makes a very good policy contribution, as it addresses the constraints in access to finance for SMEs and Mid-Caps and makes a contribution to Climate Action & Environmental Sustainability (CA & ES). The expected results include improvements in access to finance and financing conditions for financial beneficiaries, especially the frontrunners in the targeted policy areas of CA&ES.
Through an intermediated approach, the Bank will support smaller projects otherwise unreachable directly. Moreover, the operation supports the Financial Intermediary (FI)'s sustainability strategy, by facilitating additional lending to Dutch SMEs and Midcaps.
The operations also addresses market failures of asymmetric information and externalities by reducing GHG emission, improving energy efficiency and market integration, supporting job creation, and enhancing SME and Midcap competitiveness.
The proposed operation falls within the scope of the EIB's Environmental and Social Standards - "Standard 11 Intermediated Finance". The borrower/financial intermediary has adequate capacity, systems and processes in place for identifying, assessing, managing and monitoring environmental, climate and social (ECS) risks related to the potential sub-projects benefitting from EIB support. The final beneficiaries will be required to comply with applicable national and EU legislation in respect of environmental and social matters, as appropriate.
Final beneficiaries will be requested to comply with applicable national and EU legislation, as appropriate.
