    Description

    Expansion and modernisation of East-West (Retkinia-Olechów) tram route in the city of Lodz. The investment was submitted by the promoter for allocation under the existing Lodz Urban Infrastructure framework loan.

    Objectives

    The project concerns an allocation under the Lodz Urban Infrastructure framework loan and is part of the programme to upgrade the public transport and road infrastructure in Lodz. The project consists of the reconstruction and an extension of a major tram line in the East-West direction in Lodz. The project also includes the related road works, the construction of integrated bus-tram passenger interchanges as well as the extension of the existing traffic management system giving priority to trams at junctions in the city centre.

    Environmental aspects

    The project falls under Annex II of Directive 2011/92/EU and underwent an environmental impact assessment (EIA) process in accordance with EU and Polish regulations. The project is not likely to have any significant effects on the species and habitats of Natura 2000 sites. The project is expected to have a positive impact on the environment as it should help alleviate traffic congestion and improve the urban living environment.

    Procurement

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been tendered in accordance with the relevant applicable EU procurement legislation, (i.e. Directive 2004/17/EC / Directive 2004/18/EC where applicable, as well as Directives 89/665/EEC, 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the Official Journal of the EU, as and where required. All of the works and services related to the implementation of the project have already been procured. The procurement processes have been carried out in compliance with EU regulation and hence are acceptable to the Bank.
