The European PPP Report 2009![]() The European PPP Report 2009, produced and edited by DLA Piper, with the contribution of EPEC and its members, has now been finalised. The Report is in three main sections. The first provides an overview of the current state of the European market and perspectives on future directions. Section 2 contains the country sections, which cover the countries' responses to the crisis, changes in government and legislation, and projects. Section 3 contains project lists derived from the Infra-News database. |
European Commission's Communication on PPP![]() The European Commission has published the Communication on PPP on November 19.
This is a particularly significant document from a number of perspectives. First and foremost, it draws attention to the important role PPPs can play in the context of the European Economic Recovery Plan. Related to this, it indicates that the Commission will be looking to address legislative and administrative barriers at the European level which have limited the market to date.
You will note in the press release that President Barroso reiterates earlier statements in his political manifesto on the importance of PPP, and the Commission has explicitly stated its commitment to encouraging these structures. There is particular reference to initiatives to encourage blending of European grant funding with private finance in PPP projects.
The Commission also states that it will review the issue of balance sheet treatment of PPP, particularly in the light of new financing arrangements and challenges of the current market. There are also references to Joint Technology Initiatives and, potentially, new legislation on concessions.

Responses to the crisis - Paper![]() This paper has been prepared by the European PPP Expertise Centre (EPEC) following market sounding with banks, financial institutions, investors, developers and public authorities.
It is an abridged version of several more extensive papers prepared for EPEC members. It provides a framework for analising some potential responses to the financial crisis, as it affects the Public Private Partnerships (PPP) market across the EU. As indicated in the cover, we intend to continue working on several identified topics with smaller groups of interested members, along three main themes:

European PPP Summit in Warsaw![]() The European PPP Summit, held this year on 5-7th May in Warsaw, is one of the chief annual conferences on the PPP circuit. The aims of the conference are to disseminate information about potential projects in the PPP pipeline throughout Europe and enable delegates to discuss pertinent issues through practical case studies and share best practice. Both Nicholas Jennett (Head of EPEC Division) and Andy Carty (Special Advisor to EPEC) spoke at the conference and their presentations, along with the programme for the event, can be found below. EPEC Launch September 2008![]() The EIB and European Commission launched the European PPP Expertise Centre (EPEC) on Tuesday 16 September in Paris. The collaborative initiative aims to enable public authorities in EU and Candidate countries to become more effective participants in PPP transactions.
