SAWISTRA PROGRAMME (GHANA)

Description

Water infrastructure investment in rural and small towns in the Western, Eastern, Volta and Central Regions of Ghana to allow improved access to water and sanitation services in line with the United Nations Millennium Development Goals' requirements.

Objectives

The programme has four main objectives: 1) to develop a programmatic approach to scale-up provision of water, sanitation and hygiene services in small towns and rural areas and participate in the development of the Sector Wide Approach; 2) to increase access to water supply in small towns and rural areas; 3) to increase access to sanitation and hygiene services in small towns and rural areas; and 4) to implement capacity building to ensure programme inclusiveness and sustainability.

Environmental aspects

The project will have significant environmental and social benefits by securing access to water, sanitation and hygene services to a very large number of beneficiaries in rural and small town communities of Ghanas Central, Eastern, Western, and Volta regions and through improved school latrines, and provide employment opportunities for local builders and operators. The programme approach of a framework loan means that most sub-projects are not identified ex-ante, but schemes assessed in early preparation stages are deemed Category A (Low-Risk). Many schemes will use groundwater, whose abstraction requires an Environmental Impact Assessment under Ghanaian legislation. A groundwater quality assessment will be required prior to funding allocation. Vulnerability of groundwater to climate change will be assessed and funding provided to help communities reduce climate-related risk.

Procurement

Agence Française de Développement (AFD), which will be the lead institution during implementation, will ensure that equipment, works and services to be financed under the programme will be procured at the most advantageous price, having regard to quality and efficiency, and that an open international bidding procedure will be followed when appropriate.
