M10 Road PPP (km 15 - 58)

Beneficiary
The public promoter is the foreseen grantor of the concession, i.e. the Russian Federation, represented by the Federal Road Agency “Rosavtodor”. The private promoter is a Special Purpose Vehicle, the “North West Concession Company”, a consortium made up of European and Russian firms, selected in November 2008 after an international competitive tender procedure.

Description
Construction of 43 km of motorway which starts at the MKAD (Moscow Ring Road) at km 15 of the Moscow to St Petersburg highway (total length 650 km) and finishes at its km 58. The project scope also includes 7 major interchanges, 37 bridges (including three between 330 - 1,400 metres) and a toll collection system.
Objectives
The proposed project is expected to alleviate high levels of existing congestion on the road network in the project influence zone by adding new road capacity. The economic benefits expected include time savings and vehicle operating cost reductions for road users.

The project cost is estimated at EUR 1.5 billion, a figure that is to be confirmed during appraisal.

Environmental aspects
If the project were to be undertaken within the EU, it would fall under Annex I of EIA Directive 85/337/EEC, as amended by Directives 97/11/EC and 2003/35/EC. According to the Bank’s policy, a full Environmental Impact Assessment (EIA) is required for the project. An EIA has been carried out by consultants to the granting authority in accordance with national legislation. However, with respect to lenders requirements some areas were identified which would benefit from further work, notably with regards to the extent of consultation that was carried out and the biodiversity assessment of the Kimkhi forest. Final management measures are to be agreed during appraisal.
Procurement
After assessing the bids on the basis of the most economically advantageous offer, Rosavtodor awarded the concession to the North West Concession Company in November 2008. During appraisal, the Bank will review the public procurement procedure to confirm that it complies with the Bank’s Guide to Procurement.
