Le projet consiste en la construction, la réhabilitation et l’extension des infrastructures d’assainissement dans 29 centres urbains à l’intérieur du Royaume du Maroc. Il fait partie du Programme National d’Assainissement (PNA), approuvé par le Gouvernement marocain en 2005.
Objectifs
L’objectif du programme est de contribuer à l’augmentation du taux de collecte et du taux d’épuration des eaux usées des moyennes et petites communes, en conformité avec les objectifs du PNA i.e. 80% de taux de raccordement aux réseaux d’assainissement dans les zones urbaines et 60% de taux de traitement des eaux usées collectées d’ici 2020.
Le programme fera l’objet d’une étude stratégique environnementale et sociale. Des études d’impact environnemental seront également élaborées pour chaque sous-projet. Ces études seront présentées aux comités régionaux de l’environnement pour approbation.
Passation des marchés
Les sous-composantes du projet seront contractées en utilisant les procédures de l’ONEP et de l’Agence Française de Développement (AFD). Ces procédures tiennent compte de la Directive Européenne de passation des marchés. La publication des projets dans l’OJEC est acceptée par l’ensemble des partenaires du projet.
