Private and public research institutes

The Risk Sharing Finance Facility can provide for higher risk financing made available to private and public research institutes of different size, legal form, origin and financial profile:

Profile: research organisations operating with a commercial scope or on a not-for-profit basis, performing fundamental and/or applied research provided to private and/or public enterprises or organisations.

Size: no restrictions regarding the institute’s staff number or annual budget apply.

Ownership: public law bodies, private law bodies or mixed entities with (partial) public participation.

Legal form: any legal form established under relevant national law, including associations, foundations, state or private laboratories, research or science centres etc., provided the institute has the legal capacity to assume financial obligations.

Origin: legal entities established in all European Union Member States or Associated Countries (ie. Iceland, Liechtenstein, Norway, Switzerland, Israel, Turkey, Croatia, Serbia and Moldova).

Financial profile: the institute needs to demonstrate that, on the basis of public budgetary contributions to its operating and investment expenses, or through cash flow generated from its regular commercial activities, it has the sustainable capacity to service its financial obligations.

Financing products available

For projects with a total project (investment) cost of EUR 15m and above, the EIB offers the following individual direct financing options:

For projects of smaller scale Risk Sharing Lines of Credit are being developed.
