The project concerns investments to improve maintenance capacity, including the construction of new depots and the upgrading of existing ones, as well as the modernisation of suburban rail stations in Spain, focusing on accessibility, security and other related improvements.
The project will have a positive environmental impact by helping railways maintain and increase their modal share in key passenger transport segments that are best served by rail. Consequently, the project will contribute to the Group's Green Financing objectives, particularly in the areas of climate change mitigation and pollution reduction. By improving the accessibility, comfort and security of suburban rail stations, as well as the operator's capacity to provide maintenance services to a growing fleet, the project will enhance the quality and reliability of rail services. This, in turn, will support a modal shift from road to rail, generating environmental and road safety benefits and contributing to the development of sustainable transport in line with EU objectives.
Most of the schemes included under this Project will be undertaken on the existing infrastructure and are not expected to fall under Annex I or II of the Environmental Impact Assessment (EIA) Directive 2011/92/EU (as amended by Directive 2014/52/EU); therefore they are not expected to be subject to EIA. In any case, where and if applicable, and based on a risk-based approach as defined in the EIB Group's Environmental and Social Policy, the requirements of the EIA Directive 2011/92/EU as amended by Directive 2014/52/EU, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC will be checked during appraisal.
The Promoter shall ensure that contracts for the implementation of the Project will be tendered in accordance with the relevant applicable EU procurement legislation, 2014/25/EU as well as Directive 92/13/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
