Objectives

Framework loan to support expansion and modernisation of railway infrastructure in line with strategic objectives of the Ministry of Infrastructure ('the Operation'). The pipeline of the sub-projects to be executed by PKP Polskie Linie Kolejowe SA (PKP PLK) will deliver improvements in operational parameters of railway infrastructure throughout Poland.

The operation seeks to enhance the operational parameters of Poland's railway infrastructure, thereby improving reliability and safety, increasing train speeds, and expanding line capacity. By raising the quality of rail services in Poland, the operation promotes a modal shift of freight and passenger traffic towards more sustainable transport options, while mitigating negative externalities associated with transport. The operation contributes to advancing sustainable mobility in full alignment with the objectives of the European Union. Furthermore, the operation is expected to foster regional cohesion, given that the majority of Poland's territory lies within a cohesion region.

Environmental aspects
Procurement

Where and if applicable and based on a risk-based approach as defined in the EIB Group Environmental and Social Policy, the requirements of the Environmental Impact Assessment Directive 2011/92/EU as amended by Directive 2014/52/EU, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC will be checked during appraisal. All else equal, the operation is expected to have a positive environmental impact by helping the railways to maintain modal share in the market that are most appropriately met by rail, thus leading to a reduction of both local pollutants and global CO2 emissions. The Operation is expected to contribute to climate action and environmental sustainability objectives, in particular to climate change mitigation and pollution prevention.

The Bank will require the promoter to ensure that contracts for implementation of the operation have been/will be tendered in accordance with the applicable EU procurement legislation, Directive 2014/25/EU as well as Directive 92/13/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
