URBASER WASTE MANAGEMENT RDI AND CLEAN FLEET

The project concerns the 2020-2023 investment programme of the Promoter, focusing on research, development and innovation (RDI), upgrading of Material Recovery Facilities and the procurement of an eco- and climate-friendly collection truck fleet.

Foster innovation in the waste collection and treatment sector in order to achieve greater efficiency of the entire solid waste value chain, reduction of waste to be landfilled or incinerated, and increase recovery and quality of secondary raw materials. The procurement of highly efficient and eco- and climate-friendly collection vehicles will also increase productivity and reduce direct and indirect harmful greenhouse gas emissions.

The innovative plastic-to-oil demonstration plant falls under Annex II of the EIA Directive 2014/52/EU amending the EIA Directive 2011/92/EU. Hence, it will be appraised during due diligence if an environmental impact assessment (EIA) is required. The RDI activities, digitalisation measures and the modernisation of facilities part of the project will be carried out in existing facilities without changing their already authorised scope and hence are not expected to require an EIA. Impact on environment, the requirement of EIAs and other social aspects will be further assessed during the due diligence.

The Promoter has been assessed by the EIB as being a private company not subject to EU rules on public procurement or concessions. However, if at the project appraisal, the EIB were to conclude that the Promoter is subject to EU public procurement legislation, then the Bank would duly inform the Commission Services and would require the Promoter to apply those rules.
