Objectives

Improvement to the A8 Highway in western Kenya, comprising of (i) the widening from 2 to 4 lanes over 175 km and (ii) the strengthening of 57 km of single carriageway, both part of the Northern Corridor linking the port of Mombasa - via Nairobi - to Kampala (Uganda).

The project aims to add capacity on 175 km of the A8 between Rironi and Mau Summit as well as strengthen 58 km of the A8 South between Rironi and Naivasha, which together are expected to generate economic benefits in terms of time savings, improved road safety and vehicle operating cost reductions. The project is part of a larger regional objective to develop the Northern Corridor linking the port of Mombasa - Nairobi - Kampala (Uganda). The multi-modal Northern Corridor is the busiest and most important transport corridor in East and Central Africa, providing a gateway through Kenya from Mombasa Port via road, rail and pipeline to the landlocked countries of Uganda, Rwanda, Burundi, South Sudan and Eastern Democratic Republic of the Congo.

Environmental aspects
Procurement

If located within the EU, the project would fall under Annex I of Directive 2014/52/EU, amending the EIA Directive 2011/92/EU, and therefore be subject to a full environmental impact assessment (EIA) procedure. An EIA has been carried out in accordance with applicable national legislation and the competent authority issued an environmental license in May 2020. Environmental and social aspects, management measures and procedures as well as alignment of the project with EIB Environmental and Social standards and provisions of the relevant national legislation are to be reviewed during appraisal.

The Promoter has been selected after an international competition. The Bank will review the selection procedure to confirm compliance with the EIB Guide to Procurement.
