This CV is based on information provided to the EIB by the person concerned.

Elina Roine was appointed Deputy Director General of the Operations Directorate (OPS) as of 1 September 2024.

In addition to her new role, she continues to lead the Operations Support Department within OPS, a position she has held since December 2021.

Prior to her current role as Director, she established the OPS Climate Office (CO) and led it for two years, championing the EIB’s transition to being the EU climate bank and spearheading the operationalisation of the Climate Bank Roadmap. Notably, Elina and her OSD team are also at the forefront of the Bank’s digital transformation journey for front-line operations.

Elina joined the EIB in 2006 as a Loan Officer. She was responsible for the German market, covering multiple customer and product segments, from corporates to financial institutions and from high-risk private sector operations to public sector infrastructure financing. She was appointed Head of the German Division in 2013, and later moved to lead the Corporate Division in the Baltic Sea and Northern Europe Department (BSNE).

She began her banking career in the Nordea Group in Helsinki, starting in risk management before moving into a front-line role in international banking. In 2001, she relocated to London to join the European Bank for Reconstruction and Development (EBRD). As part of the Financial Institutions business group, she worked across several countries where the EBRD operates and led transactions ranging from senior debt to trade finance and equity, until her move to the EIB.

Elina holds a master’s degree in political science and economics from the University of Helsinki and a post-graduate master’s degree in advanced international studies from the Vienna School of International Studies.
