The project will continue to support SOMACYL's investment programme in the water sector.
The aim is to finance the construction of wastewater treatment plants in more than 400 small municipalities, each with a population equivalent of fewer than 2,000 inhabitants. In addition, a drinking water component will improve the resilience and service provided to small agglomerations by improving water production and water distribution networks. The project will also include the installation of smart meters in approximately 250 municipalities, contributing to the digitalisation of the water supply network.
The investment is geared toward upgrading water supply and new wastewater treatment infrastructure, bringing positive environmental impacts. The Promoter will be required to comply with the EU Water Framework Directive (2000/60/EC), the Urban Waste Water Treatment Directive (2024/3019), and EU and national environmental legislation (notably under Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended by the Directive 2014/52/EU, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC). Given the small size of the agglomerations and the nature of the investments, none of the project components are expected to have a significant impact on the environment. They all fall under Annex II of Directive 2011/92/EU, as amended by Directive 2014/52/EU, and none of them are expected to require a full EIA. Some components might be located within or in close proximity to Natura 2000 areas.
The Bank will require the Promoter to ensure that contracts for implementation of the Project will be tendered in accordance with the applicable EU procurement legislation, 2014/25/EU as well as Directive 92/13/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required. The procurement procedure has not yet been completed and consequently there is no information on the contractor. The contract for the integration of a smart meter digitalisation system, with a value of EUR 33 million was awarded in April 2026 to TELEFONICA SOLUCIONES DE INFORMATICA Y COMUNICACIONES DE ESPAÑA SA (OJ S 252/2025 31/12/2025: https://ted.europa.eu/es/notice/-/detail/870960-2025).
