TECH-EU MISTRAL AI GPU PROJECT FINANCING

The project will finance the development, construction and operation of dedicated computing infrastructure in France and Sweden. Specifically, it concerns the development of Artificial Intelligence (AI) computing capacity in both countries, providing European-hosted Graphics Processing Unit (GPU) capacity and integrated tools to develop, train, fine-tune and run advanced AI models at scale.

The aim is to contribute to the development of a platform offering a vertically integrated technology stack, ranging from bare-metal and managed GPU clusters to enterprise-grade AI development solutions. This will enable enterprises, public institutions and researchers to deploy AI workloads while retaining control over data location, security and regulatory compliance. Furthermore, the project supports the Innovation, Digital and Human Capital – Digital Infrastructure policy objective and the strategic priority of Digitalisation and Technological Innovation (TechEU). It also addresses underinvestment in advanced Artificial Intelligence computing infrastructure by European promoters, reflecting the high upfront capital costs, uncertainty regarding future demand, and uncertainty surrounding the economic life of these assets.

Where and if applicable and based on a risk-based approach as defined in the EIB Group environmental and social policy, the requirements of the Environmental Impact Assessment Directive (EIA) 2011/92/EU (as amended by Directive2014/52/EU), Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC will be checked during appraisal.

The promoter has been assessed by the EIB as being a private company not being subject to EU rules on public procurement or concessions. However, if at the Project appraisal, the EIB were to conclude that the Promoter is subject to the EU public procurement legislation then the European Commission will be duly informed, which will require the promoter to apply those rules.
