The project structured as a Multiple-Beneficiary Intermediated Loan (MBIL) will support the urgent recovery and reconstruction needs of small, medium-sized enterprises (SMEs) and Mid-Caps affected by the extreme weather events that occurred in Portugal in winter 2026, characterised by strong winds, intense rainfall, flooding, and landslides. The operation also supports measures to reinforce climate risk prevention and mitigation.
The aim is to to support the final beneficiaries by providing urgent liquidity and investment financing to resume operations, stabilise their activities, and safeguard their economic viability following the extensive damage caused by the extreme weather events. As a result, it will contribute to sustainable reconstruction and resilience-enhancing measures, supporting a faster and more robust recovery of the affected communities.
The operation falls within the scope of the EIB's Environmental and Social Standards - "Standard 11 Intermediated Finance". The Borrower / Financial Intermediary has adequate capacity, systems and processes in place for identifying, assessing, managing and monitoring environmental, climate and social (ECS) risks related to the potential sub-projects benefitting from EIB support. The Final beneficiaries will be required to comply with applicable national and EU legislation in respect of environmental and social matters, as appropriate.
