The Framework Loan will support Osijek-Baranja County in Croatia in implementing long-term investment projects in areas of strategic importance, including affordable housing, cultural heritage, renewable energy and energy efficiency, and entrepreneurship support.
The aim is to finance key investment projects that contribute to EIB strategic priorities, notably Economic Cohesion, Social Infrastructure, and Digitalisation. The project also supports the EIB Group's Green Finance objectives, particularly climate change mitigation.
Where necessary and applicable, the requirements of the Environmental Impact Assessment (EIA) Directive 2011/92/EU as amended by Directive 2014/52/EU, SEA Directive 2001/42/EC, Birds Directive 2009/147/EC and Habitats Directive 92/43/EEC will be checked during appraisal. Energy efficiency requirements in line with the Energy Performance of Buildings Directive 2010/31/EU as amended by Directive 2024/1275/EU would also be assessed.
The promoter shall ensure that contracts for implementation of the Project have been tendered in accordance with the applicable EU procurement legislation: Directive 2014/23/EU / 2014/24/EU / 2014/25/EU as well as Directive 92/13/EEC or Directive 89/665/EEC as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
