Financing of TEN Projects
In addition to the dedicated TENs Investment Facility (TIF), the EIB utilises a number of products to finance TEN projects:
- A Structured Finance Facility whereby the EIB can assume a greater degree of credit risk in the financing of projects.
- A Loan Guarantee Instrument for Trans-European Transport Network Projects (LGTT) whose purpose is to assist in the financability of TENs projects via the assumption of the traffic revenue ramp-up risk in the early years of the project. The guarantee instrument will be funded in equal amounts by the European Union and the EIB.
- Public Private Partnerships (PPP) play an important role in investment in transport TENs. The Bank has built up wide experience and expertise in the field of PPP financing and has been entrusted by the European Commission and EU Member States with establishing the European PPP Expertise Centre, which aims to facilitate the effective sharing of experience and best practice in PPPs and to provide support for project preparation and advisory services to the public sector promoters.
- A Marguerite Infrastructure Fund (together with other leading European financial institutions) specifically designed to provide direct equity for TEN projects.
