Project-related environmental information/documents available on request
In addition to the project-related information directly available on the website (see above), a number of project documents containing environmental information are released after Board approval, subject to constraints on disclosure in accordance with the EIB Public Disclosure Policy and the Aarhus Regulation. If only parts of a document are covered by constraints, information from the remaining parts will be released (§35 of the Public Disclosure Policy).
Information falling within this category:
- Proposal from the Management Committee to the Board of Directors
- All proposals for financing public sector projects are released. In a commercially sensitive case the EIB Board of Directors however may decide not to disclose a Proposal.
- For private sector projects, information designated by the Bank's private sector counterparts as confidential cannot be disclosed.
- Project Directorate's Appraisal Report - selective non-confidential environmental information, after Board approval.
- Environmental information gathered during the project monitoring:
- Monitoring Mission Reports, if a mission is performed
- Project Progress Reports (PPRs), supplied by the project promoter, subject to confidentiality restrictions and the promoters agreement (§34 of the Public Disclosure Policy on third party documents)
- Project Completion Reports (PCRs), supplied by the project promoter, subject to confidentiality restrictions and the promoters agreement (§34 of the Public Disclosure Policy on third party documents)
- Environmental studies, provided by a project promoter or other third party (consultancies) - available following consultation with the owner of the information, unless it is clear that the document shall or shall not be disclosed.
- Consultancy reports requested by EIB.
- External studies held by the Bank - the applicant is directed to the source/owner of the document or the Bank transfers the application to the owner and the applicant informed accordingly.
The following documents, which (may) contain environmental information, are typically concerned by constraints as set out in the Public Disclosure Policy (§ 24 - § 36):
- Internal research; list of newly identified projects; proposal to authorise appraisal; request for an opinion of the European Commission or EU Member States, and its annex(es); and proposal to negotiate an operation - subject to constraints to protect the integrity of the Bank's internal decision-making process, allowing a frank and open internal exchange of views and evaluations.
- Financing request by project promoter; and Finance Contract - typically forming part of the Bank's confidential relationship with its business partner.
- Allocations made by local banks to support investment by their own customers under global loan arrangements with the EIB - this information falls within the competence of the intermediary bank as part of the normal business relationship between a bank and their customers.
As to the last 3 categories, the Bank does not object to project promoters, borrowers, or intermediary banks, making information available on their relationship and arrangements with the EIB.
