Description
The operation consist of the construction of 14.2km of 2x2 highway on a new alignment between Grigoleti and Kobuleti Bypass, in Georgia. The project is the first allocation under the Georgia Transport Connectivity Framework Loan (2016 0404).
Objectives
The proposed project will support the Georgian Government in implementing its 2017-2020 upgrade/construction programme of priority roads throughout the country. The objective is to promote sustainable road infrastructure development providing efficient transportation, enhancing cross border/regional connectivity and ensuring short and long term benefits for all users.

Environmental aspects
Although not located in the EU, the project would be subject to the EU EIA Directive (2014/52/EU) and the Birds and Habitats Directives (2009/147/EC and 92/43/EEC respectively). An Environmental Impact Assessment (EIA) was completed and submitted to the Bank in 2017 and is being assessed in the context of the appraisal. The project is located some 1.4 km from the nearest conservation area. Appraisal will review the proposed arrangements, for an Environmental Management Plan (EMP) and monitoring measures that seek to avoid, mitigate or compensate for negative environmental or social impacts.
Procurement
The legal/contractual documentation will require the promoter to ensure that any procurement procedures are done in accordance with the Bank's Guide to Procurement, the relevant applicable EU public procurement rules and relevant applicable local legislation. Publications of tender notices have already taken place in the Official Journal of the European Union, as required.
