    Multicountry Framework Loan dedicated to innovative Equipment Leasing for Private Sector Entities

    Objectives

    The proposed project is a multi-country framework, in support of Innovative High-Tech equipment leasing by private sector entities. Innovative High-Tech equipment is expected to include IT and medical equipment. The promoters of the project will be several leasing entities of the Société Générale Group throughout France, Spain and the Benelux.

    Environmental aspects

    Innovative equipment leasing is unlikely to fall under the EIA Directive. However, the EIB will carry out a due diligence on the promoters' capacities and procedures to adhere to the Bank's standards and rules in administering EIB finance, notably on social and environmental principles, and, where appropriate, public consultation requirements.

    Procurement

    Final beneficiaries, as well as the promoters, have been assessed by EIB as being private companies not operating in the utilities sector and not having a status of a contracting entity, thus not being subject to EU rules on public procurement. However, if after the project appraisal, the promoter wishes to finance final beneficiaries that after all are subject to EU public procurement legislation (i.e. Directive 2004/17/EC), then the Bank would require the promoter to ensure that contracts for the implementation of the project have been/will be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/17/EC and Directive 92/13/EEC), with publication of tender notices in the EU Official Journal, as and where required.
