    Description

    The project is divided in two components: the first component is the modernisation of the existing railway line between Divaca – Koper which is almost saturated. The second component aims at supporting the Slovenian Government in implementing emergency measures after the damage to existing railway lines caused by extreme winter weather conditions which occurred in February 2014.

    Objectives

    The project contributes to the objective of promoting sustainable transport, with the shift away from road towards increased rail usage contributing to a reduction in road traffic emissions and road traffic accidents. In particular, it will improve the quality and competitiveness of cargo transport by rail, reduce travel times for passenger rail services, develop interoperability of railways, increase safety and minimise environmental impact. The project will also promote the EU objectives on economic and social cohesion as it is located in a convergence area.

    Environmental aspects

    The project falls into Annex II of the EU Directive 85/337/EEC amended by 97/11/EC and 2003/35/EC, and therefore the need for an EIA is subject of a screening determination and at least a screening decision should be provided by the competent authorities. According to the national Slovenian EIA regulations the works foreseen as part of the current project are not considered subject of EIA procedures as they fall below the specified thresholds and no screening exercise has been performed. Nevertheless, on voluntary basis the beneficiary required the preparation of a detailed report about environmental impacts which stated impacts were small or even negligible and the proposed mitigation measures in the EIA study have been incorporated into building permits and will be implemented.

    Procurement

    The Promoter is subject to and follows public procurement rules according to EU regulations. The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC or 2004/17/EC and Dir. 2007/66/EC), with publication of tender notices in the EU Official Journal, as and where appropriate.
