    Modernisation of 4,8 km of Voyvodship Road (NR 631) from Naddnieprzanska Street to the borders of the city (phase II)

    Objectives

    The road is a continuation of the Siekierkowska Route to the city border in the north-east. The section is characterised by high traffic levels and increasing congestion, causing a permanent increase in emissions and road accident risks. The reconstruction of the present road section is central to the overall transport plan for Warsaw as it connects the Siekierkowska Route to Warsaw's city ring road system and the TEN-T network.

    Environmental aspects

    The project falls under Annex II of the Environmental Impact Assessment (EIA) Directive (2011/92/EU) and was screened-in for environmental impact assessment by the President of the Capital City of Warsaw (Decision 643/OS/2006). A complaint from Zielone Mazowsze was processed after the EIA was submitted. An environmental decision was subsequently issued and confirmed in 2012 (Decision 108/OS/2012). Compliance with the Habitats (92/43/EEC) and Birds Directives (79/409/EEC) will be assessed during appraisal.

    Procurement

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directives 2004/18/EC and/or 2004/17/EC as well as Directives 89/665/EEC and 92/13/EEC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where appropriate.
