    Description

    The project concerns the construction of a new road access connecting the Port of Barcelona to both the A-2 motorway and to the city bypass B-10, which are part of the TEN-T network. The project is a major allocation under the Fomento Road Renewal and Rehabilitation framework loan.

    Environmental aspects

    The project involves the construction of a new motorway in a suburban and industrial environment. It falls under Annex I of Environmental Impact Assessment (EIA) Directive 2011/92/EU requiring a full EIA procedure. The procedure resulted in a positive environmental decision in September 2007, whose validity was extended by the competent authority in July 2013. The project is situated in the vicinity of the Delta del Llobregat Natura 2000 area (ES0000146). Compliance with the Habitats (92/43/EEC) and Birds (79/409/EEC) Directives will be assessed during appraisal.

    Procurement

    The Bank will require the promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Directive 2004/18/EC as well as Directive 2007/66/EC) as interpreted by the Court of Justice of the EU, with publication of tender notices in the EU Official Journal, as and where required.
