The project comprises the construction of two wind parks (Carape I - 50MW and II -40MW) in Uruguay. The project also includes the construction of a high voltage line of 150 kv and the relevant grid connection substation.
The project involves the construction of two wind farms (50MW and 40MW respectively) in Uruguay. The project is located in the Carapé mountain range in the Department of Maldonado, Eastern Republic of the Uruguay. The wind farms require also the construction of an electric substation and a 37 km high voltage overhead line that connects the wind farms to the national grid.

Environmental aspectsThe project will help mitigate CO2 emissions associated with electricity production through renewable energy generation. If located within the EU, according to the technical characteristics, the wind farm would fall under Annex II of the Environmental Impact Assessment Directive. This would leave it to the competent national authority to determine the requirement for an EIA based on the screening criteria specified in Annex III of the same directive. According to the information available the projects are going through an EIA process which was required under national law. The impacts of the project will be investigated further during appraisal to verify that it is in line with EU and the Bank principles and standards as regards environmental and social issues and protection of sites of nature conservation.
The two public tender processes, to which the promoter successfully participated, required bidders to commit to a minimum mandatory (20%) local component for the investment. The promoter offered the minimum required in both tenders. Local preference provisions do not generally comply with the Bank's Guide to procurement. However in this case, based on the information available at this stage, the required local component seems to be below the level at which parts can naturally be sourced locally. Also there is expected to be enough competition in Uruguay to ensure the procurement of the local parts at economic prices. If the preliminary findings are confirmed during the appraisal, the Bank will then consider requesting a derogation of the Guide to Procurement on local preference to the Bank's CD on the grounds that the project will still meet the Bank's criteria of economy and efficiency in its procurement.
