Development of a waste treatment facility for municipal waste with a nominal capacity of approximately 235 000 tonnes per year to serve the municipalities of Bradford and Calderdale in the north of England. The Facility comprises a Mechanical Treatment plant and a Waste Incineration plant with energy recovery.
The Project will contribute to meeting the region’s targets for diversion of waste from landfills and enable recovery of both recyclable materials and electricity from residual waste. The Project is therefore contributing to fulfilment of landfill diversion targets in line with EU policy and Directives and to EIB climate action lending priorities.

Environmental aspectsThe project comprises residual waste treatment facilities that will be constructed on a brownfield site where today a transfer station and household waste recycling centre is operated. The project falls under Annex 1 of the EIA directive and the promoter has submitted planning and environmental permit applications, which also cover EIA and IPPC requirements. Planning permission was granted on 1 November 2012, and a decision on Environmental permit is expected to follow in early 2013. Foreseen environmental and social impacts are expected to be mitigated in a satisfactory manner.
The Bank will require the Promoter to ensure that contracts for the implementation of the project have been/shall be tendered in accordance with the relevant applicable EU procurement legislation (Dir 2004/18/EC/ or 2004/17/EC and Dir. 2007/66/EC), with publication of tender notices in the EU Official Journal, as and where appropriate.
