Description
Le projet consiste en la construction d'une cinquième
ligne de tramway (ligne E) reliant Grenoble à sa banlieue
Fontanil-Cornillon (nord-ouest).
Objectifs
La ligne E est l’orientation principale du Plan de Déplacements Urbains et s’inscrit dans une volonté politique de mettre en oeuvre un développement urbain durable à l’échelle de la région urbaine grenobloise.
La ligne E est un projet majeur de l’agglomération grenobloise, elle répond à deux enjeux essentiels :
- améliorer l’accès à l’agglomération grenobloise par le nord, depuis la cluse de Voreppe, en transports collectifs,
- favoriser une meilleure articulation entre les transports en commun et l’urbanisation des secteurs desservis.

Aspects environnementaux
Le projet relève de l'annexe II de la directive 2011/92/EU et par conséquent la nécessité de mener une étude d’impact environnemental (EIE) est déterminée par des critères fixés par l'État membre. D'après la législation française, le projet est soumis à une évaluation d'impact. Le projet a obtenu un avis favorable de l’autorité environnementale et a été déclaré d’utilité publique en septembre 2011. Une analyse détaillée de tous les aspects environnementaux sera entreprise lors de l’instruction finale du projet.
Passation des marchés
En tant qu’établissement public, le Syndicat Mixte des transports en commun (SMTC) est tenu de respecter les procédures de passation des marchés publiques, en conformité avec les textes du droit français, issus de la transposition des directives communautaires. La Banque exigera du promoteur qu'il veille à ce que les contrats pour la mise en œuvre du projet aient été / soient attribués conformément à la législation européenne applicable.
