The project will consist of the construction, commissioning and operation of a small scale combined power and heat generation plant (CHP) on the premises of the promoters recycled paper mill complex at Dunaujváros, Hungary. The plant will be designed to combust a flexible mix of locally procured biomass, the process rejects from the paper mill, treated residual solid waste from various sources in the region (Refused Derived Wastes, RDF) and coal. The project will have a thermal input capacity of 180 MWth, a power generation capacity of 40 MWel and a steam generation capacity of 100 MWth. It is designed to cover the full energy demand of the paper-machines at the existing paper mill site. The CHP will use a circulating fluidised bed (CFB) combustion technology. The plant is designed for an overall heat and power efficiency of ~78%.

Environmental aspectsThe project is subject to Annex I of EIA Directive 2011/92/EU and the Industrial Emissions (IE) Directive 2010/75 EU requiring the execution of an EIA as well as an integral IE permit. The status and details of the EIA and IE procedure and other relevant acquis shall be verified during the appraisal.
Procurement is expected to be in line with EIB guidelines for private sector projects. The Banks services will verify details during the projects due diligence.
