The project consists in a combined cycle gas turbine (CCGT) 840 MW power station to be constructed on a 30-hectare site on the inner Anatolian plateau, approximately 20 km south-east from the town Kirsehir, Turkey.
The project will contribute to meeting the expected growth in electricity demand in Turkey. Because of its efficiency and due to the usage of a low-carbon fuel, the CCGT plant's carbon intensity will be by 1/4 lower than average carbon intensity of electricity in the country. The project will be implemented by a local new entrant. Therefore, the project fullfills the Bank's priority objectives for energy sector lending (competitive and secure energy) and the proposed operation is eligible for financing under the Pre-accession Facility.

Environmental aspectsThe Environmental Impact Statement for this greenfield project was completed in 2011 and it did not identify any significant negative residual impacts of the investment. The process of the Environmental Impact Assessment included public consultations. The environmental permit for the project was received in November 2011. The use of natural gas together with the provision of efficient, low emission combustion technology will result in a relatively low level of specific emissions.
The Bank will require the promoter to ensure that any procurement procedures are done in accordance with the Bank's Guide to Procurement and the relevant applicable EU public procurement rules.
