Description

The project will finance the school investment and refurbishment programme of Saxony-Anhalt. The programme comprises the new construction, extension and refurbishment of school facilities located in all parts of the region. The new and refurbished schools will be designed according to the actual educational requirements to improve the quality and efficiency of educational services delivery. Furthermore, the programme includes the improvement of the energy efficiency of all facilities well above the current national legislation in this respect.

Objectives

The project contributes to the development of the Knowledge Economy and is located in a Convergence region.

Environmental aspects

Schools are not specifically mentioned in the EIA Directive on Environmental Impact Assessment, though the project can be covered by Annex II of the Directive in relation to urban development. The Bank's services will verify during appraisal the EIA screening decision taken by the Competent Authority.

Procurement

The Bank will require the promoter to ensure that all relevant contracts for the implementation of the project have been or shall be tendered in accordance with the relevant EU procurement legislation, with parallel publication of tender notices in the EU Official Journal, as and where appropriate.
