    Objectives

    Re-construction of the road section between Vao and Maardu on the E20 Tallinn-Narva road.

    The project, which is part of a Trans-European Transport Network, consists of the following works: - Reconstruction and widening from 4 to 6 lanes of 5.3 km - Reconstruction of the 4 lane road on the remaining 3.1 km - Construction of an underpass under the railway - Construction of 11 bridges - Construction of 5.8 km of collector roads due to the closing of 15 junctions and accesses - Construction of 3 grade-separated junctions in Väo, Iru-Loo and Maardu - Construction of 10 km of pedestrian and cycle paths, including 3 underpasses.

    Procurement

    The project is not subject to the SEA Directive 2001/42/EC as it consists in reconstruction and upgrading of an existing road. It falls under Annex II of the EIA Directive 2011/92/EC and was screened-in by the Competent Authority. A full EIA with public consultation was therefore carried out and approved on 01/07/2004. Development consent was provided on 24/04/2009 for Phase I of the project (road section outside city of Tallinn), and is expected to be finalised end 2012 for Phase II (Väo interchange and the Pirita River bridges).

    The Works contract for Phase I was published in the OJEU on 30/05/2009 under reference 2009/S 103-148307. Six bidders participated in the tender and the contract was awarded to a consortium led by an Estonia company called Merko Ehitus AS. The contract is based on the Fidic Red book. The first tender for the supervision of works contract, published in the OJEU on 22/04/2009 under reference 2009/S 77-111005, was cancelled following disqualification of all tenderers due to presentation of wrong data. The second tender was published in the OJEU on 27/08/2009 under reference 2009/S 164-237503 and a contract was signed on 09/10/2009. The Promoter will ensure that Phase II of the project will be tendered in accordance with EU Procurement Directives, as was done for Phase I.
